Thousands of incarcerated persons in New Jersey exist under conditions of de facto slavery or involuntary servitude.  Why? New Jersey’s Constitution does not prohibit slavery and involuntary servitude. 

And, while the 13th amendment abolished slavery it contained an exception for punishment that has been interpreted to allow prisoners to be treated as slaves or property of the State.
